Former President Chandrika Bandaranaike Kumaratunga asserts that a transformation in the nation’s political climate and leaders’ perspectives is essential before any constitutional amendment, as it is unlikely to pass in parliament.

She expressed these views today (26) during an intellectual discussion hosted by the National Movement for Social Justice (NMSJ) on ‘constitutional reform that upholds democratic principles in line with national goals.’

“How can we achieve this in the current scenario where political groups act irresponsibly, ignoring national priorities? They only focus on what benefits them in upcoming elections, whether they can secure victory or not. Even if they obstruct a highly beneficial initiative by the ruling government, they remain indifferent,” she stated.

The former president emphasized that, above all, the political culture must evolve. “Certainly, the ‘Aragalaya’ initiated that transformation. The core message of the ‘Aragalaya,’ its immensely strong statement, appears to be something traditional parties have still failed to grasp. They neither wish to acknowledge it nor comprehend that people are frustrated and fed up with the prevailing structures. It’s not merely the constitution, but the entire system in place.”

She added that efforts were made to eliminate the executive presidency, but they proved unsuccessful. “A dedicated chapter was created specifically for it, detailing the abolition of the executive presidency, yet everything was discarded in parliament.”

“So, I believe before anything else—while working on it—since multiple constitutional drafts already exist, merging them into a suitable modern framework would be straightforward. However, we must first alter the political climate and the mindset of leaders; otherwise, it will never pass in parliament.”

“We also need to reshape the entire nature of parliament. The majority of MPs today rejected the constitution, or at least their political factions did. So, how they plan to achieve this now is beyond me,” she concluded.

U.S. President Donald Trump on Tuesday suggested replacing an existing visa program for international investors with a so-called “gold card,” purchasable for $5 million as a pathway to U.S. citizenship.

Trump informed reporters that he plans to eliminate the “EB-5” immigrant investor visa program, which grants permanent residency to foreign nationals investing substantial amounts in U.S. job-creating ventures, and replace it with a new “gold card.”

The EB-5 program currently provides “green cards” to overseas investors who commit funds to U.S. businesses.

“We will be offering a gold card,” Trump stated. “We are going to set its price at around $5 million,” he added.

“It will provide green card benefits along with a direct route to U.S. citizenship, attracting affluent individuals to our country through this purchase,” Trump said, mentioning that further details would be released within two weeks.

When questioned if Russian oligarchs could qualify for the gold card, Trump responded, “Yeah, possibly. Hey, I know some Russian oligarchs who are very nice people.”

The EB-5 Immigrant Investor Program, managed by the U.S. Citizenship and Immigration Services, was established by Congress in 1990 to “boost the U.S. economy through job creation and capital investment by foreign investors,” as per the USCIS website.

“The EB-5 program was full of deception, false promises, and fraud, making it an inexpensive way to obtain a green card. So, rather than continuing this flawed EB-5 program, the president has decided to end it and introduce the Trump gold card,” Commerce Secretary Howard Lutnick announced on Tuesday.

SriLankan Airlines is set to expand its fleet to 51 aircraft, up from the current 22, Deputy Minister of Finance Harshana Suriyapperuma announced in Parliament today.

“The national carrier is planning to acquire six propeller aircraft for domestic and short-haul international routes,” the Deputy Minister stated.

The airline aims to boost its revenue to $2.013 billion in the financial year 2029/30. In comparison, it has generated $876 million during the financial year 2024/25, according to the Deputy Minister.

NASA Confirms No Threat from ‘City-Killer’ Asteroid 2024 YR4.!

NASA has delivered a significant update on the ‘city-destroying’ asteroid that has been speeding toward Earth – and the latest news is reassuring.

After months of increasing concerns, the space organization has now confirmed that asteroid 2024 YR4 has an almost zero likelihood of colliding with our planet in 2032.

According to NASA’s Sentry impact tracking system, the probability of the asteroid striking Earth on December 22, 2032, now stands at just one in 26,000.

Fortunately, this translates to a 99.9961 per cent chance that the massive rock will safely bypass our planet.

This announcement comes as a relief to planetary defense teams, which have been evaluating whether the asteroid posed enough of a threat to consider deflection measures.

Before this recent downgrade, 2024 YR4 caused significant alarm at global space agencies as its impact probability reached a high of one-in-32, or 3.1 per cent, last week.

As the most ‘hazardous’ asteroid ever observed, 2024 YR4 briefly held a rare score of three on the Torino Scale, a system used to gauge Near-Earth Object (NEO) threats.

Now, following its revised impact probability, the asteroid’s Torino rating has dropped to zero—meaning it is no longer deemed a risk to our planet.

After its discovery in December, asteroid 2024 YR4 quickly climbed to the top of NASA’s and the European Space Agency’s list of potentially hazardous space objects.

Early calculations of its trajectory suggested a slight chance that the NEO could make a dangerously close approach to Earth within the next decade.

On January 27, 2024 YR4 became a growing concern when it stood out as the only sizable asteroid with an impact probability exceeding one per cent.

Its collision odds kept rising throughout February, reaching a peak probability of one-in-32 last week.

With an estimated size of 54 meters (177ft)—roughly the height of Nelson’s Column in Trafalgar Square—a direct impact from 2024 YR4 would have been devastating.

NASA estimates that if it had struck, the asteroid could have released energy equivalent to eight megatons of TNT—over 500 times the force of the Hiroshima bomb.

Experts suggest the explosion would have been comparable to the Tunguska Event, which flattened 830 square miles (2,150 square km) of Siberian forest in 1908—an area twice the size of New York City.

Had it hit a populated region, the consequences could have been catastrophic, potentially resulting in millions of casualties.

However, after peaking, the impact probability has now dropped significantly.

By February 21, the asteroid’s collision risk had fallen to just one-in-360, or 0.28 per cent.

Following additional observations over the weekend, NASA has now further lowered that probability to an extremely minimal 0.0039 per cent.

With a new Torino Rating of zero, NASA officially no longer considers 2024 YR4 a threat to Earth.

Professor Richard Binzel, planetary scientist at MIT and creator of the Torino Scale, explained: “Torino Scale Zero signals the ‘all clear’ as further tracking refines the asteroid’s orbit, lowering its collision possibility below the 1-in-1000 threshold required for downgrading.”

In fact, Professor Binzel explains that this sharp probability decline is “precisely the expected outcome” for an asteroid like 2024 YR4.

When astronomers study an asteroid’s motion, they don’t determine an exact path but rather estimate possible trajectories with a significant margin of error.

With just initial measurements, this margin is large, and Earth represents only a small portion of the uncertainty zone, keeping probability low.

As additional observations refine the asteroid’s path, the uncertainty zone narrows, increasing Earth’s presence within it, which explains the rising probability.

Eventually, the uncertainty zone shrinks enough that Earth is excluded, causing the impact probability to rapidly decrease toward zero.

Asteroid 2024 YR4 follows an elliptical orbit around the Sun—meaning it is elongated rather than perfectly circular.

At present, it is relatively near Earth—approximately 30 million miles away—allowing NASA’s telescopes to track it in the night sky.

The asteroid is currently moving farther as it begins its solar orbit, but by December 2032, it is expected to pass extremely close to Earth—or, initially feared, even collide.

These fluctuating probabilities result from the asteroid’s multi-million mph movement through space, which becomes harder to pinpoint when bright moonlight interferes with observations.

With sufficient tracking data now collected from astronomers worldwide, Earth is no longer within the asteroid’s uncertainty zone, reducing the impact risk to near zero.

Looking ahead, Professor Binzel predicts that identifying objects with similar risk profiles to 2024 YR4 will become more frequent.

However, this doesn’t mean Earth faces greater danger but rather that improved telescopes will enhance NEO detection capabilities.

Professor Binzel states: “The key takeaway is that objects the size of YR4 harmlessly pass through the Earth-Moon region several times a year.

“This implies that low-rated Torino Scale asteroids will be a regular discovery—of interest to astronomers and space enthusiasts but not necessarily alarming.

“Instead of creating fear, detecting these objects and refining their orbits makes us more confident that any significant asteroid is unlikely to take us by surprise.”

The Second Reading of the Appropriation Bill for 2025 was successfully approved in Parliament today (25) with a majority of 109 votes.

The voting on the Second Reading took place at 6:10 p.m., where 155 members voted in favor, while 46 opposed the Bill.

President Anura Kumara Dissanayake, serving as the Finance Minister, officially presented the Second Reading of the Appropriation Bill 2025 (Budget Speech) to Parliament on February 17.

The budget debate on the Second Reading lasted seven days, beginning on February 18 and concluding today (25).

Following this, the Committee Stage discussions will continue for 19 days, from February 27 to March 21, 2025, while the Third Reading vote on the financial budget for 2025 is set for March 21 at 6:00 p.m.

The Supreme Court has scheduled a trial for the nine Fundamental Rights (FR) petitions challenging the appointment of Deshabandu Tennakoon as the Inspector General of Police (IGP).

The petitioners seek a ruling declaring that the procedure through which Tennakoon, who previously served as the Senior DIG for the Western Province, was appointed IGP is unconstitutional.

The case was heard by a five-member Supreme Court bench today (24), comprising Justices Preethi Padman Surasena, Yasantha Kodagoda, A.H.M.D. Nawaz, Shiran Gunaratne, and Achala Vengappuli.

President’s Counsel Romesh de Silva, representing Tennakoon, submitted evidence to the court, stressing that an interim order had been issued, restricting his client from carrying out duties as IGP.

He therefore requested the court to expedite the trial.

After evaluating the arguments, the five-member panel fixed the hearing for May 06, 07, and 08.

The petitioners include the Archbishop of Colombo, His Eminence Malcolm Cardinal Ranjith, the Young Journalists’ Association, and several others.

They argue that the Constitutional Council’s recommendation to appoint Tennakoon as IGP was unlawful.

The petitions urge the court to rule that Tennakoon’s appointment, based on those recommendations, violates the law.

The Board of the International Monetary Fund (IMF) is scheduled to convene on February 28, 2025, to review and approve the third assessment of Sri Lanka’s Extended Fund Facility (EFF) program.

IMF officials and Sri Lankan representatives reached a staff-level agreement on the Third Review of Sri Lanka’s EFF plan on November 23, 2024. Once the IMF’s Executive Board authorizes it, Sri Lanka will be granted access to approximately USD 333 million in funding.

Previously, the IMF stated that the disbursement of the fourth tranche of Sri Lanka’s EFF program was awaiting the Executive Board’s approval, contingent upon the authorities’ fulfillment of prior conditions, including the presentation of the 2025 Budget that aligns with program guidelines.

However, during an IMF weekly press briefing on February 06, IMF Spokesperson Julie Kozack highlighted that Sri Lanka’s bold reform agenda is yielding positive results, noting the economy grew by 5.5 percent in the fourth quarter of 2024.

“Both headline and core inflation have remained under control, staying well below the target in the fourth quarter of 2024. Additionally, international reserves rose to $6.1 billion by the end of 2024,” she remarked.

In response to a journalist’s inquiry about Sri Lanka’s 2025 Budget, the IMF Spokesperson clarified:

“Regarding the specific question on the budget, I can inform you that the staff-level agreement, which was concluded in November, will be presented to the Executive Board for approval, but it is also contingent upon, among other things, the implementation of prior actions by the authorities, such as the submission of the 2025 Budget that meets the program’s criteria.”

Therefore, the IMF’s Executive Board meeting for the third review of the EFF program follows Sri Lanka President Anura Kumara Dissanayake’s maiden full Budget speech, the 79th Budget Speech of Independent Sri Lanka, presented to Parliament on Monday, February 17.
